Strengths

Great zone instincts. Good ability to read the play early, recognize routes, and be disruptive.
Looked great in press and off man coverage. He has a good mirror, fluid hips, and can track vertically.
Great overall athlete.
Looked overall good in off-man coverage.
Has the ability to play with physicality in coverage.

Concerns/Weaknesses

Not a good tackler, and I don’t see a desire to get physical in the run game. Too often you see him throw a shoulder in an attempt to tackle than try and wrap up. He also takes some really bad angles, which could be the cause of the issue here, or is a choice to try and throw the shoulder. Either way, not great.
Looks a bit smaller for a true outside corner.

Summary

Terrell’s tape feels like more of a value proposition to me; how much do you (as a team) care about tackling in a boundary CB? If a team doesn’t really care about it, then all Terrell really has to answer for is the lack of INTs for a player that has pretty solid instincts. If a team does care, this feels like more of a Day 2 type of player. Personally, I don’t give out RD1 grades for players with glaring (and meaningful) holes in their game, so he fits into that RD2 bucket.
